Anticipatory action involves taking steps to reduce the humanitarian impact of a forecasted hazard before it strikes or reaches its peak. These actions are guided by forecasts or risk analyses predicting when, where, and how an event will unfold.

However, the more effective anticipatory action is, the less visible its impact becomes—making its value harder to demonstrate.
